Gigalixir Dropping TLS1.0 and TLS1.1 support

Until now, Gigalixir has allowed for TLS1.0, TLS1.1, and TLS1.2 support on for clients on all global servers.

However, security experts are recommending TLS1.0 and TLS1.1 be deprecated on servers.

Therefore, TLS1.0 and TLS1.1 will be deprecated on Gigalixir by May, 30th 2022.
